DKI Jakarta is a province with special status compared to the 545 regions holding simultaneous regional elections in 2024. Because Jakarta can hold elections in up to two rounds.
The special regulation governing this matter is outlined in Law (UU) Number 29 of 2007 concerning the Government of the Special Capital Region of Jakarta as the Capital of Indonesia.
Thus, the three pairs of candidates who will compete for the Jakarta 1 seat on November 27 cannot win by simply obtaining the most votes.
If Ridwan Kamil-Suswono, Dharma Pongrekun-Kun Wardhana, and Pramono Anung-Rano Karno do not receive more than 50 percent of the votes, there will be a second round.

Those who are entitled to advance to the second round are the candidates with the highest and second-highest votes in the first round.
“The pair of candidates for Governor and Deputy Governor who receive more than 50% (fifty percent) of the votes are declared the elected Governor and Deputy Governor,” reads Article 11 paragraph (1) of the Law on the Special Capital Region of Jakarta.
“In the event that no pair of Governor and Deputy Governor candidates receives the votes as referred to in paragraph (1), a second round of voting for the Governor and Deputy Governor will be held, participated in by the pairs of candidates who received the first and second highest votes in the first round,” reads Article 11 Paragraph (2) of the Law on the Special Capital Region of Jakarta.
This special status of Jakarta will also remain in effect even if it no longer holds the status of the Capital City. This is regulated in Law Number 2 of 2024 concerning the Special Region of Jakarta Province (Special Region of Jakarta Law) which was newly enacted in November 2024.
The regulation also stipulates that the elected governor and deputy governor of Jakarta must obtain more than 50 percent of the votes.
However, the DKJ Law that has been passed by the DPR is not yet in effect because it is still waiting for the Presidential Decree on the relocation of the capital to IKN Nusantara.
Meanwhile, the other 36 provinces that will hold simultaneous regional elections in 2024 cannot conduct elections in two rounds. This is regulated by Law Number 10 of 2016 concerning Regional Elections.
