Jakarta – The government is preparing to start the program for distributing 3 kg LPG subsidies in a closed manner based on individuals in 2025. The formation of new regulations or the revision of related regulations is continuously being prepared for its implementation.
The plan is that subsidized 3 kg LPG will no longer be sold freely by 2027. One of the roadmaps is to revise Presidential Regulation (Perpres) Number 104 of 2007, to target which consumers are entitled to purchase the melon gas cylinders.
So that the target users of the 3 kg LPG who are truly entitled can be implemented in 2025 and the following years.

However, as December 2024 approaches, certainty regarding the policy seems to still be a while away. “It’s in process, not yet determined,” said the Director of Downstream Oil and Gas Business Development at the Ministry of Energy and Mineral Resources (ESDM), Mustika Pertiwi, on Tuesday (3/12/2024).
Until this news was published, the concerned party could not confirm whether the revision of Presidential Regulation Number 104 of 2007 would be completed by the end of this year or not.
As for the scenario of targeted distribution of 3 kg LPG subsidies, it has been implemented gradually for some time now.
In accordance with the Minister of Energy and Mineral Resources Decree (Kepmen) No. 37.K/MG.01/MEM.M/2023, the implementation of the targeted distribution transformation of 3 kg LPG refills began with the process of data collection of 3 kg LPG users since March 1, 2023. It is implemented gradually, both for household consumers and micro businesses/UMKM.
Since June 1, 2024, 100 percent of the recording of transactions for the purchase of 3 kg LPG refill cylinders has been done through the Pertamina MAP system. Except for 588 sub-distributors who are experiencing signal issues, transactions are still conducted manually.
“A Letter of Statement from the Village Head/Chief or Equivalent for Micro Enterprises is required for the validation of Micro Enterprise data to ensure the targeted distribution of 3 kg LPG Cylinders,” explained Mustika.
