KPK Reveals Performance Achievements: Anti-Corruption Behavior Index Below Target

Jakarta – Commissioner of the Corruption Eradication Commission (KPK) Nurul Ghufron presented the achievements of his institution during one leadership period. In the section on enhancing focus, measurability, and the impact of anti-corruption education activities in society, Ghufron admitted that the KPK has organized a series of programs focusing on the development and strengthening of the integrity of Indonesian society.”

Anti-corruption education, socialization, and anti-corruption campaigns, as well as strengthening community participation, are the ways the KPK builds and strengthens community integrity towards anti-corruption behavior,” said Ghufron in the KPK performance presentation (2019-2024) as quoted on Wednesday (12/18/2024).

Ghufron explained that in the Medium-Term Development Plan (RPJMN) 2020-2024 as regulated in Presidential Regulation 18/2020, the Anti-Corruption Behavior Index (IPAK) is one of the indicators of national development performance, namely the strengthening of political, legal, defense, and security stability (Polhukhankam) and the implementation of Public Service Transformation.”

IPAK is used as an indicator for priority activities to strengthen the anti-corruption system through the Anti-Corruption Behavior Survey (SPAK), with the hope of becoming an important instrument in efforts to raise awareness among the Indonesian people about the dangers of corruption and the importance of anti-corruption behavior, and to foster a strong culture of integrity at the individual, community, and institutional levels,” explained Ghufron.

However, after a series of efforts were made over one period, Ghufron acknowledged that the SPAK 2020-2024 in realizing the IPAK value was still below the target set in the RPJMN 2020–2024 and experienced fluctuations from 2020 to 2024.”In 2024, the IPAK value was 3.85, a decrease compared to the 2023 value of 3.92.” This means that in 2024, society is more permissive towards corrupt behavior,” he said.

Achievement Target

Ghufron detailed that the KPK in 2020 targeted an IPAK score of 4. However, the realization was only at 3.84. Next, in 2021, the KPK’s IPAK target was 4.03, although the realization was only 3.88. Next, in 2022, the IPAK target was 4.06 but the realization only reached 3.93.In the 2023 IPAK target, the KPK set the IPAK achievement figure at 4.09, but the realization actually dropped to 3.92. Lastly, in 2024, the target achievement for IPAK was 4.14, but the realization actually dropped to 3.85.

This means, continued Ghufron, that the data shows no significant changes in the improvement of focus, measurability, and impact of anti-corruption education activities in the community. Therefore, the KPK also recommends that in the future, SPAK should demonstrate better implementation of IPAK.
