Police Shoot Police in Solok Selatan, the Tip of the Iceberg Supporting the Apparatus?

Jakarta – Another incident of police shooting police has occurred within the Polri institution. This time it happened in Solok Selatan, West Sumatra, strongly suspected to be due to issues related to illegal mining. The shooting victim was the Head of Criminal Investigation Unit of Solok Selatan Police, AKP Ryanto Ulil Anshar.

He was shot dead on Friday (22/11/2024) early morning by his colleague, the Head of Operations of the South Solok Police, AKP Dadang Iskandar. AKP Ryanto was shot twice in the face, and it is suspected that the shots were fired at close range, causing his death.
Criminal Law Expert from Bina Nusantara University (Binus), Ahmad Sofian, said that the case in Solok is different from others because there are interests that need to be protected and interests that need to be freed from unlawful acts, in this case, illegal mining.

“So indeed, illegal mining often has backing from law enforcement. But actually, there are also those who back it not openly, meaning that the perpetrators of illegal mining crimes make payments in such a way to protect the crimes they commit as illegal mining,” said Ahmad, Monday (25/11/2024).

This illegal mine, he said, could be a mine without a permit, or its permit has been revoked, or the people involved do not actually have the competence to mine in the Solok area.

“Because there is a significant flow of money involved, and since they know this is illegal, there are a number of bribes that have been enjoyed for a long time by law enforcement, and they are in a comfortable zone with tributes or bribes or income from criminal actors.”

“Now, when there is a police officer who wants to resolve that issue, uphold the norms of the place, other police officers or law enforcement feel their interests are disturbed.” That’s one analysis.”

The second analysis, said Ahmad, could be that this is a conflict between illegal miners backed by different groups.

“So those two analyses just need to be proven.” But from a criminological perspective, this often happens in the context of the struggle for the ‘forbidden cake.’ This also needs to be resolved by the National Police Headquarters. If it is not resolved, such actions will happen again in the future.”

Ahmad said, it is no longer a secret that there are individuals backing the perpetrators, such as drug dealers, some of whom are arrested while others are released to dismantle certain syndicates, as per the orders of other syndicates.

“So, the mutual protection of organized crime mafias is no longer a secret; the communities in those areas already understand this. Therefore, it must be resolved during President Prabowo’s term. Law enforcement must no longer, and is not allowed to, back or protect criminals or crime syndicates, while potentially being pitted against each other by those syndicates,” he concluded.

The Use of Firearms Must Be Evaluated

Professor of the Faculty of Law at Jenderal Soedirman University, Hibnu Nugroho, said that the police must uncover the root of the problem. Is the shooting due to personal relationships between police officers, or is it related to mining issues and project disputes?

“From the object of the case, the subject of the perpetrator, is the perpetrator still capable of using a weapon, to what extent is their personality?” “This must be evaluated so that it becomes the attention of every police officer in Indonesia to determine whether someone is still capable or not, because it is very dangerous when someone holds a weapon but cannot control themselves,” said Hibnu. “If we look at phenomena like that (backing up the apparatus), it can be understood, especially in mining areas, those regions can be understood, can be comprehended.” But that is not something that justifies the reason.”

Because they are police carrying weapons, Hibnu said, their ability to control themselves is very important.

“That’s what I think the police force needs to evaluate, everyone who carries a weapon should be evaluated. It’s important.” “The issue of project disputes has often occurred, but when they are able to carry weapons (but unable to control themselves), I think it becomes like that,” said Hibnu.

Meanwhile, Criminal Law Expert from Trisakti University, Abdul Fickar Hadjar, believes that the phenomenon of protection rackets is still prevalent among state apparatus, not just within the police force.

One side’s job is to eradicate, while the other side takes advantage by providing protection. This practice, according to Fickar, is not much different from online gambling.

“Yes (like the tip of the iceberg), behind this incident, there are backers.” That’s the old formula. “With power or authority, there lies the potential for corruption,” said Fickar.
He urged the police to conduct an evaluation. One of them is through transparency at all levels of the program.

“No matter how good the education and training given to the human resources, there will always be deviations, which is why strict disciplinary actions and law enforcement are needed. Just fire them if proven,” he continued.

Polri Asserts That SOP on Personnel Firearms Has Been Implemented

The National Police (Polri) emphasized that they have implemented standard operating procedures (SOP) regarding the use of firearms by police personnel.

“Of course, every SOP has been created and implemented by the police at both the central and regional levels, whether it is related to administrative matters or psychological tests,” said the Head of the Public Relations Division of the National Police, Inspector General Sandi Nugroho, at the Rupatama Building of the National Police Headquarters in Jakarta, Monday (25/11/2024), as reported by Antara.

The statement was a response to the shooting incident by the Head of Operations of the South Solok Police, AKP Dadang Iskandar, which resulted in the death of his colleague, the Head of Criminal Investigation Unit of the South Solok Police, AKP Ryanto Ulil Anshar, on Friday (22/11).

Irjen Pol. Sandi stated that the police have been conducting regular inspections on personnel who use firearms while on duty.

“This (SOP) update is implemented by the police, both at the central and regional levels. It depends on the needs of the inspection,” he said.

Regarding the incident that occurred at the South Solok Police, he stated that the event would serve as an evaluation for the National Police in terms of firearm usage by its personnel.

“Whatever (information) is provided by the community, this becomes input and strengthens us all so that in the future, there will be no more or a reduction in violations, especially those related to firearms,” he said.

Irjen Pol. Sandi explained that the assistance was provided to oversee whether the handling of the case had been carried out correctly or not.

“Then, from the oversight perspective of Propam and Itwasum, they will examine how the managerial, professional, and ethical codes are being implemented,” he said.

AKP Dadang Brings 2 Bullet Magazines

It is known that the West Sumatra Police have charged the Head of Operations of the South Solok Police Resort, AKP Dadang Iskandar, with premeditated murder.

The Director of General Criminal Investigation at the West Sumatra Regional Police, Kombes Pol. Andri, stated at a press conference on Saturday (23/11) that premeditated murder charges were applied after examining the chronology and witness testimonies.

One of them is the number of bullets carried by the suspect when he approached the victim, AKP Riyanto Ulil Anshari, at the Solok Selatan Police Station on Friday (22/11).

“There were two magazines brought by the perpetrator, one magazine containing 15 bullets, and the other containing 16 bullets, while there were also 11 bullets in his pants pocket,” he revealed.

The large number of bullets, he said, then became an indication for the investigators that the suspect, AKP Dadang Iskandar, had prepared them from the beginning.
