Minister of Home Affairs Tito Karnavian Objects to Proposal of Placing Police Under the Ministry of Home Affairs

Minister of Home Affairs (Mendagri) Tito Karnavian emphasized that he objected to the proposal of placing the National Police under the Ministry of Home Affairs again. (Kemendagri). Tito stated that the police cannot be separated from the President and that this has been the will of the reform.

Previously, DPP PDIP Chairman Deddy Yevri Sitorus raised the idea of placing the National Police back under the Ministry of Home Affairs. (Kemendagri). The statement was made following allegations of fraud involving the police in the administration of several 2024 regional elections, as accused by PDIP.

The discourse has faced rejection from various elements of society. The Deputy Secretary-General of PBNU, Rahmat Hidayat Pulungan, stated that he disagrees with the proposal for the police to be under the Ministry of Home Affairs and the military. This is because there are several aspects that do not align with the duties of the police.

Rahmat explained that placing the police under the military is not feasible due to their differing fields. The military is in the defense sector, with a doctrine of total defense systems, while the police are in the public order sector, with a doctrine of protection, service, and community guidance.

“If you want to place it under the TNI, there must be a change in the TNI doctrine like ABRI used to have with the Sishankamrata doctrine. However, that means a regression and has the potential to violate the constitution,” he said in his statement on Sunday, December 1, 2024.

A similar situation would occur if the National Police were under the Ministry of Home Affairs. Rahmat believes that the police, as the government agency in charge of security, will face difficulties in adjusting to other civil servants.

“Because of the differences in duties and other specializations, such as the authority to use force (enforcement) and firearms.” The Ministry of Home Affairs also has an excessively heavy workload at the moment,” he said.
